Woodbury County, Iowa: A Genealogical Overview

Situated in the rolling Loess Hills of northwestern Iowa, Woodbury County is a major agricultural and commercial hub for the tri-state region known as “Siouxland.” Bordered by the Missouri River, which forms its boundary with Nebraska, the county’s history is deeply connected to river trade, the westward expansion of railroads, and the vast agricultural productivity of the prairie. Its largest city, Sioux City, has long served as a center for livestock processing, transportation, and regional commerce.

I. County Formation and Evolution

Understanding Woodbury County’s formation, original name, and role as a parent county to others is essential for locating the correct records for early ancestors in this part of Iowa.

  • 1851: County Formed: The county was first established on January 15, 1851, under the name Wahkaw County. The name was changed to Woodbury County on January 12, 1853.
  • Parent County: It was created from unorganized territory that was part of the original Iowa purchase. Records for the earliest settlers prior to formal organization in 1853 may be scarce or non-existent at the county level.
  • Subsequent County Formations: Woodbury County was significantly larger in its early years. In 1859, its eastern territory was used to help form Ida and O’Brien counties. Further boundary adjustments occurred until 1872. Researchers with ancestors in these neighboring counties should investigate early Woodbury County records.
  • Name Origin: The county was renamed in 1853 to honor Levi Woodbury, a prominent New Hampshire politician who served as a U.S. Senator, Governor, Secretary of the Navy, Secretary of the Treasury, and Associate Justice of the U.S. Supreme Court.
  • County Seat History: The first county seat was the fledgling settlement of Sergeant’s Bluff (then Sergeant Bluff). In 1856, after a contentious vote, the county seat was moved to the more rapidly growing Sioux City, where it has remained ever since.

II. Settlement and Early History

  • Early Inhabitants: The region was the traditional territory of the Sioux (Dakota) and Omaha peoples, who utilized the Missouri River valley for hunting, trade, and settlement long before European arrival.
  • Pioneer Settlement and Economy: The first permanent non-native settler was Théophile Bruguier, who established a farm at the confluence of the Big Sioux and Missouri rivers in 1849. The platting of Sioux City in 1854 marked the beginning of organized settlement, which accelerated with the arrival of steamboats and, later, the railroads. The economy was built on the pillars of agriculture (corn and livestock), and Sioux City became one of the nation’s largest meatpacking centers, with vast stockyards that drove its growth for nearly a century.
