William C. Claybaugh, born in Monmouth, Illinois, on September 25, 1879, was a highly educated landscape architect and viticulturist who significantly improved the public spaces of Fresno, California. The son of Civil War veteran Mathew Smith Claybaugh and Mary Elizabeth Moore, he grew up in Iowa and later graduated from Ames Agricultural College in 1905 with a Bachelor of Scientific Agriculture. Before moving west, he built a diverse professional background through landscape gardening, architectural work, and botanical research across Illinois, Missouri, Tennessee, Minnesota, and Chicago. In 1908, he arrived in California to serve as the superintendent of works for the Iowa Land and Water Company at Alpaugh, where he managed irrigation infrastructure. His early career choices highlight a deep commitment to scientific agriculture and public works that eventually brought immense benefit to Fresno County.
In November 1911, Mr. Claybaugh was appointed Superintendent of Parks for Fresno, a position he held until 1917 under multiple administrations. During his tenure, he transformed Roeding Park, laid out the Ventura Avenue parks, and designed Fairmont Park for the city. Following his public service, he purchased a forty-acre vineyard northeast of Fresno to raise malaga, muscat, and sultana vines, joining the Melvin Grape Growers Association and the California Associated Raisin Company. He married Stanford University graduate and former Dean of Women Edna Ellen Rowell on June 27, 1914, and together they raised three daughters named Mary Ellen, Edna Elizabeth, and Cynthia Louise. An influential Republican and member of the Elks lodge, his professional advancements and community contributions left a lasting historical footprint on the region.
